With over two decades of experience in strategy, policy, and government relations, he has designed and scaled workforce systems that translate macroeconomic insights into measurable outcomes for businesses, communities, and governments. His work integrates economic analysis, public policy, and systems design to build sustainable frameworks that connect people, policy, and productivity.
An internationally recognized leader on economic and sustainability issues, Dr. Leathers has helped shape and advance agendas that cultivate resilient communities across the United States, Europe, the United Kingdom, Central America, Australia, and New Zealand. In 2023, he served as a Special Advisor to the International Organization of Employers during the 111th International Labor Conference in Geneva, where he played an integral role in the adoption of the first international standards for quality apprenticeships, known as Recommendation 208 (R208).
